open a new 500x300pixel with white background
execute FILTER>NOISE>ADD NOISE(amount400% uniform monochromatic)
execute FILTER>STYLIZE>EMBOSS(angle=90 hieght=5 amount=43)
write your text(i prefer times new roman)
hold CTRL &click on your text layer in layers palette to make a selection on your text
execute FILTER>NOISE>ADD NOISE(amount400% uniform monochromatic)
execute FILTER>STYLIZE>EMBOSS(angle=90 hieght=5 amount=43)
press CTRL+D to deselect text
right click on your text layer in layers palette & choose blending options
apply these settings:(increase the distance of drop shadow to12)
u should get this:
