open a new 800x600 pixel file with a white background
use white & black colors
execute FILTER>>RENDER>CLOUDS
execute FILTER>BRUSH STROCKS>ACCENTED EDGES...with settings..
execute FILTER>DISTORT>WAVE(with standerd settings except...)
use dodge & burn tools to bright the most dark parts & to lighten most bright parts
execute IMAGE>ADJUST>COLOR BALANCE(midtones=+100 +31 -100,shadows=+32 -20 -100,higlights=+100 -100 -100)
play with hue/saturation until image comes realistic
execute IMAGE>BRIGHTNESS CONTRAST (BRIGHTNESS= +5 CONTRAST=+43)
use Smudge tool to get the result:
